Per **Code Ch 8 Garbage and Refuse**. **Burgmeier's Hauling Inc (BHI)** is contracted hauler for Benner, College, Ferguson, Harris, Patton Townships (residential). **State College Borough has separate refuse/recycling**. **Centre County Recycling and Refuse Authority** does recyclables same day as refuse. **Refuse carts at curb within 10 ft of street/alley** for collection. **Removed from street ON day of collection** — fines for failure. **Disability Exemption Refuse Collection Form** for ADA/age/health exemption. **Loose/fine refuse must be enclosed in bag** (ashes, plastic wrap, dog hair, kitty litter, tissues, packing peanuts). **NO refuse remaining in streets/alleys/public/private property** except in proper receptacles or for bulky pickup per Sec 8-108. **NO unauthorized accumulation** = nuisance. **NO removing covers/contents from others' containers**. **NO parking vehicles to block dumpster collection**. **Compost piles allowed if NOT in front/side yard, no nuisance**. **Lead acid batteries NOT in mixed MSW** — to retailer/wholesaler/EPA-permitted smelter only. **Leaf waste recycled — NOT in regular refuse**. **Multi-unit complexes ≥5 units** may be exempt from Regional Refuse/Recycling Program.
